If you join Stormcloaks, you can buy it after like 1 or 2 quests, maybe 3. Not too sure on how many, but it is just a couple of quests after joining. If you join Imperials, you have to finish their entire quest line to buy it.

As for problems completing 3 quests to become Thane of Falkreath, it's not glitched, at least not completely. If you are like me, you are working on this later in the game and many of the people in the town have been killed off by one or more dragons that you've had to fight over Falkreath. So many of the suggestions people are giving don't work.
